ICT Policy 2014

This policy attempts to put in place a conducive environment for investment through strategic initiatives, concessions and facilitation so that Odisha could capitalize on the growth opportunities in the IT/ITES/ESDM sector and eventually emerge as one of the leading states. The policy also aims at encouraging the young talent pool to acquire higher degree of employability skills in the Knowledge Economy.

ICT Policy 2014 has a vision to develop IT/ITES/ESDM industries for inclusive growth and employment in the state of Odisha and leverage IT & ITES in governance to transform the state to a knowledge driven welfare society for improving the daily life of citizens.

Initiatives for Policy Implementation and Monitoring

The Odisha Computer Application Centre (OCAC) would be the Nodal Agency for implementation of the IT Policy. The Odisha Computer Application Centre (OCAC) will be responsible for monitoring the progress of various activities under this Policy. The IT & ESDM Promotion Cell of OCAC would be converted to a Project Implementation Unit (PIU) with induction of specialists in the field of Management, Technology and Finance.PIU would provide all information to the Apex committee to take appropriate decisions.

Strategic Roadmap for Development of ESDM Sectors in Odisha

By 2020, the demand-supply gap in the country will reach close to US$300 billion and will lead to a situation where the electronics import bill for the country will exceed the oil import bill. With this in view, the Government of India, in the National Electronics Policy 2011, has set a vision to transform India into a global hub for Electronics System Design and Manufacturing (ESDM) so as to meet the growing domestic and global demand.

IESA has prepared the Strategic Roadmap for Development of ESDM industry in the state of Odisha in collaboration with Ernst & Young (India) and with the active participation and support of Department of Information Technology, Government of Odisha and other agencies in the state.

The roadmap recommends the industry segment/verticals, products and horizontals of focus, projects the revenue and employment generation over the next 10 years, and, the corresponding investment, supporting infrastructure and manpower requirements to realize the projected revenues. The Roadmap also maps out the prospective locations in the state for ESDM activity. It also articulates the policy initiatives including incentives required for the growth of the ESDM industry in the State.

Set up of Semiconductor Characterization Lab

One of the key initiatives being envisaged is to set up a Semiconductor Characterization Lab at Bhubaneswar in association with STPI & Govt. of Odisha in order to boost the electronic hardware industry and to attract foreign investment to the State of Odisha

In the process of designing and manufacturing of semiconductors, the chips need to undergo validation for its reliability in the lab consisting of various equipment known as ‘Semiconductor Characterization Lab’.
